HDB InfoWeb at Buy Resale Flat CPF Grant

The Singapore Government provides eligible buyers of resale flats a housing subsidy. The rationale, according to my lecturer on April 13, 2011 is that properties are inelastic - meaning it takes a long time to complete a development. So, the Government provides a housing subsidy to buy resale HDB flats.

You need to remember the different grants for the CEA examinations:

For married couples who are
  • First-timer applicants
Family Grant
For married couples who are
  • First-timer applicants and
  • Buying a resale flat near their parents'/married child's HDB flat or owner-occupied private residential property
Higher-tier Family Grant
Applicants of $30,000 Family Grant/$40,000 Higher-tier Family Grant, if:
  • They have worked for at least 1 year and
  • Average monthly household income over the last 1 year does not exceed $5,000
Additional CPF Housing Grant (AHG)
For Single Citizens:
  • Single applicants aged 35 and above who buy the resale flat to live on their own under Single Singapore Citizen (SSC) Scheme, or
  • 2-4 Single Citizens aged 35 and above who jointly buy a resale flat under Joint Singles Scheme (JSS)

For Singapore Citizens above 21 years who are

  • Married to a non-citizen spouse who is holding a social visit pass (including work permit) with a validity of at least 6 months under Non-Citizen Spouse Scheme
Singles Grant
For single citizens who are
  • Aged 35 years and above
  • Buying a resale flat to live with their parents
Higher-tier Singles Grant
For Singles Grant recipients who subsequently get married

Also applicable for Singles Grant recipients under the Non-Citizen Spouse Scheme whose non-citizen spouse or child subsequently obtained Singapore Citizenship or permanent residence status.
Top-up Grant to the Family Grant
For a first-timer citizen with spouse who had previously enjoyed a housing subsidy Half-Housing Grant

 My lecturer's notes as at April 13, 2011 provide the following info:
1. CPF Housing Grant - HDB Resale Flat Only.

(i) $30,000 Family Grant for lst-time applicants buying HDB resale.
(ii) $40,000 Family Grant for lst-time applicants buying HDB resale, 2 km for a parent's or married child's HDB or private home or in the same HDB estate.
(iii) $11,000 Singles Grants, Single Singapore Citizens to buy resale. $22,000 Joint Singles Scheme for 2-4 Single Citizens to jointly buy resale.
(iv) $30,000 or $40,000 top-up to the Family Grant for Singles Grant recipients who marry subsequently.
(v) Non-family Scheme. Singles Grant for Single Singapore Citizens to buy a resale to live together with their non-citizen parents.

 2. CPF Additional Housing Grant (AHG) - Low-Income Family (2006)

Singapore households whose income is up to $5,000/month & works continuously 1 year before buying the HDB flat. This grant is in addition to the CPF Housing Grants for eligible applicants.

3. Low-Income Special Housing Grant (2011). 

Average household income up to $2,500/month to buy 2-room or 3-room new flats from the HDB. This grant is in addition to the CPF Housing Grants for eligible applicants.

You can see that the HDB webpage has mountains of info of the terms and conditions of the Grant to confuse you. It is best to focus on the lecturer's notes as there are at least 1,000 pages more to study.

There is a lot of info to remember for the exam. Study the lecturer's notes regularly rather than at the last minute. I just remember $40,000, $30,000, $22,000, $11,000, $5,000, $2,500 but if that is all, I probably will not pass the exam. Try and find something interesting to remember.
Maybe the Singles Grant. For 2-4 singles. Why 4 singles? Must they be of different gender or not?

Another new change to the Conveyancing and Law of Property Act had been passed in Parliament on Apr 11, 2011. "Conveyancing rules changed to better protect clients' money."  Now approved banks or the Singapore Academy of Law can hold the conveyancing money on behalf of buyers and sellers, not the law firms' client accounts. Withdrawal require signatures from two parties - usually lawyers for the buyers and seller.  Criminal offence to breach the new rules - $50,000 fine or up to 3 months jail.

But lawyers who had fled the country with the clients' monies had taken much more than $50,000!
